Position Overview:

SLAC National Accelerator Laboratory’s Supply Chain Management Department is seeking a Senior Subcontract Administrator with a strong background in Information Technology (IT) procurement activities to join our Supply Chain Management Procurement team. Members of this team conduct procurement activities for a wide variety of complex subcontracts including services, equipment, and construction, supporting the laboratory's critical mission requirements.

A Senior Subcontract Administrator will be responsible for soliciting, preparing, and negotiating high level IT purchase orders/subcontracts and will also make decisions and develop recommended courses of action under conditions of uncertainty. This role will have functional accountability to the Chief Information Officer and staff and will directly interface with IT on day-to-day procurement activities.

Your specific responsibilities include:

  • Prepare, negotiate, award, and administer multiple, complex, high level purchase orders and subcontracts valued up to multi-million dollars through completion and closeout.

  • Review, amend, deny, and approve requisitions, as appropriate.

  • Identify potential vendors, prepare Request for Quotations (RFQ), Requests for Proposals (RFP), conduct site visits, obtain offers, prepare, and evaluate offers.

  • Negotiate pricing, license agreements, and terms and conditions with suppliers for final subcontract award.

  • Award and administer high level purchase orders and complex subcontracts through completion.

  • Monitor supplier performance for cost, schedule and compliance with associated terms and conditions.

  • Assist the requesting organization in developing Statements of Work, identifying sources and in performing overall procurement acquisition planning for the project by developing needs analysis and forecasting for programmatic procurements.

  • Resolve contractual issues by interacting with various requestors, suppliers, senior level program management personnel, educational institutions, and government agencies.

  • Work with multiple different contract types including Fixed Price, Cost Reimbursable, Time and Material, and Basic Ordering Agreements.

  • Support procurement initiatives and strategic sourcing; drive to achieve continuous improvement in procurement process.

  • Conduct and participate in Subcontractor outreach and advanced planning with IT to identify potential bidders.

  • Other duties may also be assigned.

To be successful in this position you will bring:

  • Bachelor's degree with five years of experience in performing the above listed duties or a combination of education and relevant experience. Work experience and background in IT purchase orders/subcontracts administration strongly preferred.

  • Knowledge of a variety of theory, practices, methods, programs, and plans including regulatory requirements relating to purchasing and business law.

  • Knowledge and experience with the Federal Acquisition Regulations (FAR) and Department of Energy Acquisition Regulations (DEAR) and other government agency regulations.

  • Experience negotiating and administering contracts with unusual and/or complex terms and conditions.

  • Ability to negotiate and incorporate applicable terms from Supplier Master Service Agreements into final Purchase Orders/Subcontracts.

  • Software license negotiation knowledge and experience

  • Demonstrated experience in working with various contract types and methods, such as Firm Fixed Price, Cost Reimbursement, Time and Materials, Consulting Agreements and Basic Ordering Agreements.

  • Understand use of Government Supply Schedules, General Service Administration (GSA) Agreements, Integrated Contractor Purchasing Team (ICPT) Basic Ordering Agreements (BOA) and NASA Solutions for Enterprise-Wide Procurement (SEWP) Agreements.

  • Experience partnering and collaborating with internal customers and requestors.

  • Learning/understanding SLAC IT business needs and providing excellent procurement services.

  • Knowledge of market conditions, trade practices, sources, and lead time.

  • Demonstrated knowledge and experience with Adobe Acrobat, Microsoft Office Suite, PeopleSoft/Oracle, Teams, and Zoom.

  • Demonstrated ability to communicate effectively using both verbal and written skills.

Physical requirements and working conditions:

The expected pay range for this position is $97,000 to $149,000 per annum. SLAC National Accelerator Laboratory/Stanford University provides pay ranges representing its good faith estimate of what the university reasonably expects to pay for a position. The pay offered to a selected candidate will be determined based on factors such as (but not limited to) the scope and responsibilities of the position, the qualifications of the selected candidate, departmental budget availability, internal equity, geographic location, and external market pay for comparable jobs.
